The pope as scold and nag... an accurate characterization of his attempt to address pastoral issues on the part of clergy?
Why does there need to be a summary document by the pope; why isn't the final version of the synodal text enough? The pope consults synod and then issues the final say. Even if an Apostolic Exhoration is of lower authority than an Encyclical, it still expresses a centralized tendency within the Roman Patriarchate -- and it may still be in dispute that the pope is speaking as the first bishop of the Church Universal, rather than as the Patriarch of Rome.
