Sanctions by Whom?

Who wields "authority" to sanction these offenders, presbyteral or episcopal?

One of the more interesting additions to the new penal law is that it is now a canonical crime to administer sacraments to those prohibited by law. This was not explicit before. Thus, ministers giving communion to individuals in manifest grave sin may be subject to sanctions
