By first approving of the idea of empire, and then trying to claim the supreme power over the empire. (Which was the same strategy it tried to use with respect to the state.) And the consequences? How is the Church able to limit the secular power except by being faithful to its mission and evangelizing and bringing the divine life to Christians?
